Abstract


THE ESTABLISHMENT OF THE ARAB ADMINISTRATIVE SYSTEM IN THE CAUCASUS DURING THE ABBAS

It is a reflection of a historical reality; The Caucasian peoples have not been able to get away from being obliged to strong political authorities since the early ages. Especially during the Byzantine and Sassanian periods, this state of affairs continued throughout the entire healing cycle. However, with the passing of the Muslim Arabs into the region, this bondage would never be as old; because Muslims would provide a very broad sense of privilege to the Caucasian peoples. Arabs; The Byzantine and Sassanis would end the severe repression policies and tyranny that they had previously imposed on them and would try to pay the tax of the non-Muslim people in a relentless manner, which would stop demanding taxes from Muslims. In addition, the Muslim Arabs have provided all sorts of possibilities to protect their lives and property and fulfill their worship freely. All these factors enabled the people of the region to soften their stance against the Muslims. The Abbasids tried to rule the whole South Caucasus by leaving only the initiative of one or two governors, and the wrong politics and incoherence of some governors caused very grave incidents in the region.
