In an organization, one of the duties of the human resources department is to perform employee competencies analyzes. Competencies analysis is an employee's assessment of himself, his managers, his subordinates and the equivalent employee with a business relationship. In the study, firstly, competencies to measure business performance values were determined. Then, by means of Fuzzy Analytic Hierarchy Process (FAHP) method, weight values were calculated. The values obtained were used to find the competence scores of the chiefs of the Istanbul Metropolitan Municipality, X Department by the Fuzzy Gray Relational Analysis (FGRA) method. In this study, it has been shown that employee competencies analysis can be performed by using FAHP and FGRA methods together.
